After suffering through a couple of months as the most overdressed man in Hell, Jefferson's finally given up on his impractical Enchanted Forest outfits. So, as of 11/28/16, he'll be dressed more like his Storybrooke counterpart, albeit without the stylish hair.
As of February 2017, he now has hell cat named Mr. Purrcy. Kenzi gave him to him!
Physical Changes
Scar: Not a physical change/hell mutation, but Jefferson will arrive in the game with a scar from having to get his head sewn back on after his reaping. So it'll look like the gnarly neck scar he gets in canon, albeit from a different source (a woodsman, rather than the Queen of Hearts).
Claws: Jefferson is now the lucky owner of a set of sharp, black claws, along with black discoloration of his skin extending down past the first or second joints of each finger. They're going to take some getting used to and really mess with his ability to use any skills that require a delicate touch.
Powers
Canon: None. He does have a magical portal hat, though! Too bad it doesn't work in Hell.

Hell Pet (0 HB): Jefferson got a satanic demon goat and gave it to Kenzi. ENJOY. (Hellbucks withdrawn from Chase's stash.)
Living Dead Reaping Gloves (0 HB): Reduces the price of contraband items to 5 hellbucks for a random item, and 10 hellbucks for an item of choice. Living material, up to the size of a bulldog, can be smuggled in at 50 hellbucks. (Hellbucks withdrawn from Chase's stash.)
Reaping Haul (50 HB): Jefferson's picked up a box containing a fancy book, Holistic Practice: The Study and Expression of Passive Magicks during Sarah's reaping.
He died thanks to a woodsman chopping his head off with an enchanted ax, which Jefferson was trying to steal for an employer. This occurred in the Enchanted Forest, so he didn't even get the opportunity to die somewhere cool.
The woodsman did give him a chance to get away in one piece, if Jefferson would answer a riddle. Unfortunately, the riddle was "Why is a raven like a writing-desk?" so that didn't go well for Jefferson.

Mostly, Jefferson just sells hats, but lately he's shifted focus to alterations and custom clothing by appointment, because not many demons want hats FOR SOME REASON. Honestly, it's mostly a front for his smuggling, thieving, and other odd jobs.
The shop itself is pretty much your standard hat shop, though the mannequin heads may give the impression that they're watching you. Yes, you specifically. And maybe they blink sometimes.
There's also a back room/workshop, where he conducts his other business.
Currently, Jefferson lives in an apartment above his shop. To visitors, it's a pretty standard apartment: small kitchen, dining nook, living room, bathroom, bedroom. To Jefferson, it's something of a nightmarish labyrinth, BUT IT'S HOME. His personal hell:
The doors in Jefferson's apartment will lead to a different room each and every time he opens them. Sometimes, this is only a mild inconvenience, and he can find his way to where he needs to be quickly enough. Other times, he can get lost for hours as he discovers that his apartment's larger than it appears (so many secret rooms!). And, every once in a while, the doors stop opening entirely, and he can be trapped for days.
Sometimes, he will just leave things in the extra/secret rooms, so some of them are semi-decorated, kind of.
Though his place isn't fully decorated yet, he'll be adding to it over time. The following pictures aren't exactly what his apartment will look like, but should give a sense of it:
